The Covenant of Avelorn
A practical alliance
The Covenant was signed after three border garrisons mistook the same demon raiding party for enemy soldiers and refused to share information. Avelorn hosted the negotiations because its roads connected every delegation and because no single kingdom trusted another to command the alliance.
The agreement standardised warning fires, protected messengers during a breach and required each realm to maintain sealed stores for a joint defence. It did not create an empire. Every throne retained control of its army, taxes and succession.
Why it endured
The Covenant survived periods of open hostility because it solved a problem none of the kingdoms could solve alone. Even when its clauses were ignored, rulers continued to invoke it whenever the Veil weakened.
